Trevor Dodkins has nearly 40 years’ experience both with local authorities, developers, and consultancy, the latter at Director or Partner level within major UK multidisciplinary firms.
Trevor Dodkins has nearly 40 years’ experience both with local authorities, developers, and consultancy, the latter at Director or Partner level within major UK multidisciplinary firms. His expertise is consequently wide ranging having been responsible for both the planning and delivery of many large-scale and complex developments.
His experience spans a wide range of development proposals, including residential mixed use strategic developments, commercial, recreational, education, health, and retail. This has included appearances at hearings, inquiries, and development plan examinations. His key strengths are project leading multi-disciplinary teams in the promotion, co-ordination and delivery of development projects, with a particular focus on housing land supply and the process of determining local housing need.
He created Phase 2 jointly with Kevin towards the end of 2011, and has been responsible for the setting up and running of the Practice.
Kevin has 30 years’ experience working on a wide range of planning projects, providing expert advice to landowners, developers, and professional colleagues.

With a background in both planning policy and development management, Kevin has particular expertise in large-scale strategic developments, including promotion of land through the Development Plan system, and the managing of major planning applications and Appeals.
Kevin regularly provides evidence at Local Plan Examinations, Hearings and Inquiries, as well as providing Expert Opinions in other land and planning related matters. He also has extensive experience on a wide-range of smaller projects, including education, commercial, and leisure schemes. He has worked across the country, but with a particular focus on the South-East, Greater London, and the Midlands.
Prior to setting up Phase 2 in 2011 with Trevor Dodkins, Kevin worked as a Local Authority Planning Officer in both policy and development management, and was formerly a Director at Andrew Martin Associates.
Matthew has been with Phase 2 since 2015, joining as a Senior Planner, progressing in recent years to Director.

Prior to joining Phase 2 Matthew achieved Chartered Status in local authority beginning his professional career at Essex County Council before subsequently joining Braintree District Council’s Development Management team. During this early stage of his career Matthew gained valuable local authority experience in all planning matters including witnessing first-hand the close interplay and intricacies of political and democratic interests in the planning system upon which many major planning determinations are made.
In private consultancy Matthew has evolved his professional experience covering the full range of planning matters including guiding proposals through the complex planning application and appeals process as well as in enforcement and Local Plan promotion matters. Matthew has provided expert evidence at Appeal Hearings and Public Inquiries with great success and is regularly responsible for advising a diverse range of clients from local landowners to national housebuilders and investment portfolio holders on their objectives formulating detailed planning strategies to unlock significant development potential and associated returns.
Emma has over 20 years of experience working as a planning consultant and has now worked at Phase 2 for over 10 years. Her previous positions were in planning consultancies based in London and Essex.

Emma has established a regular client base representing both private and public sector clients. With her considerable experience in planning and development, Emma has a wealth of knowledge of all aspects of the planning system and works across a wide geographical area. She has worked on a broad range of projects, advising clients in relation to a variety of development proposals. She takes an attentive and pro-active approach to project management, working effectively with clients, other consultants and planning officers. She has represented clients at planning committee, Quality Review Panels and Local Plan Examinations.
Mike has worked in a wide range of planning roles since 2004 and has been a Chartered Town Planner since 2007. Having worked predominantly in private practice he has gained an understanding and appreciation of the commercial influences on the development process.

He has been involved in and led planning applications for a range of residential and commercial developments and has experience of working on behalf of private individuals, commercial developers, house builders, restaurant operators, retailers and business owners seeking bespoke new premises. A common theme in his work has been his ability to understand and address the key issues, which has been particularly useful when preparing and submitting planning applications and appeals, and making representations to promote land and specific sites through the development plan process.
Mike has a particularly strong track record in promoting residential developments throughout the South of England and the London Boroughs. He has worked on a number of projects involving development in the Green Belt and understands the particular challenges that this presents. He also has a working knowledge of dealing with the technical aspects of planning including changes of use, the role of conditions and legal agreements, and dealing with enforcement matters. His attention to detail, attentive approach to project management and ability to communicate effectively to clients, planning authorities and all involved in the development process have contributed to a successful track-record of achieving planning permissions and providing accurate and informed advice.
Samantha has been a member of Phase 2 for over 6 years following a 13-year career in planning at Uttlesford District Council. Joining the Practice as a Senior Planner in 2016, Sam became a Chartered Town Planner in 2019 and was promoted to Associate in 2023.

With extensive experience working for a local planning authority in development management and assisting in policy formulation and an emerging local plan, Sam now also has a good understanding of the commercial influences within the development process.
Sam manages a large and complex portfolio of projects in a wide range of sectors from residential, to retail and education as well as enforcement matters. As an Associate Sam has established a regular client base representing private individuals, commercial developers, house builders, local authorities, letting and estate agents, retailers, and business owners. Sam has been responsible for advising clients on their proposals and on many varied proposed development opportunities through the planning process achieving successful outcomes for her clients. Sam’s attention to detail in project management and client focussed approach, alongside the ability to communicate effectively both with her clients and other stakeholders in the development process has contributed to her successful performance history and reputation.
Lewis joined Phase 2 in 2020 following his previous role as a Planning Officer at West Suffolk Council. At Phase 2, Lewis has gained experience including undertaking critical planning policy and technical constraints research at the outset to ensure the delivery of high-quality schemes.

He deals with a variety of application types, from full planning applications to the discharge of conditions, to successful completion.
Alongside these responsibilities, Lewis has also produced distribution materials and led the qualitative analysis for public consultations, as well as delivering engaging CPD sessions for colleagues.
Having recently graduated with a MSc in Urban and Rural Planning from the University of West of England (UWE), he is now a licentiate member of the Royal Town Planning Institute (RTPI) and is working towards becoming a fully chartered member.
Nicole has over 12 years’ experience working in environmental assessment and the environmental planning sector, specialising in Environmental Impact Assessment (EIA).

Nicole joined Phase 2 in 2019 having previously worked for Waterman Group working in their Environmental Assessment and Design team as a Principal Environmental Consultant where she worked on several high profile projects in London including the Croydon Gateway development adjacent to East Croydon Station, and the redevelopment of Ram Brewery, a Grade 2* listed brewery adjacent to the River Wandle in Wandsworth.
Nicole has particular expertise in undertaking EIA for urban regeneration projects, particularly in the southeast, as well as on large scale strategic sites on greenfield land. Since joining Phase 2, Nicole has coordinated EIA’s for a new ‘all through school’ within the greenbelt as well as two garden suburbs in the east of England. Nicole has also provided EIA Screening and Scoping advice on a range of proposals, to ensure well focussed EIA.
Nicole has also undertaken Health Impact Assessment’s considering the impact of development on the wider impacts of development on health and wellbeing.
Kate joined Phase 2 in 2016 bringing with her 16 years’ experience working within various administration roles in the Planning sector.

Currently she mainly focuses on the accounts and business administration side of things but also very much enjoys keeping her hand in with the odd planning administration task!
Kate oversees the wider admin workload and together with the rest of the fantastic admin team they provide essential support to the Planning Team and wider business.
Natasha joined Phase 2 in 2019 as Practice Assistant bringing with her over 20 years of administrative experience across the planning and legal sectors.
